There are four levels of administrative privileges and two user level privileges currently available.
Each of these levels allows specific access levels to the system.

A location admin will have full and complete control of the specific location they have been assigned too.
- New admin must be a member of a group within the location
- They must be assigned the privilege.
Full Group admin will receive an email with subject line Pending Topic to get approve. Network admin will not receive pending topic email. Network admin will receive email saying that it was approved by a group admin.
