There is an option in the News Flash Widget Manager options for Items to Truncate description. If selected, a Character Limit can be chosen up to News Flash Description’s 255 field character limit, and all items with any longer descriptions will be truncated.
Important Note:
Setting a low limit here can help keep News Flash widget heights consistent while scrolling.

Click to expand the Modules and on the Site Tools tab, select Design Center:
Select Widget Manager:
Select News Flash:
Select Default Option Set:
Select Items Tab:
Check the Truncate Description box:
Select the Character Limit:
Click Save:
