There is an option in the News Flash Widget Manager options for Items to Truncate . If selected, a Character Limit can be chosen up to News Flash Description’s 255 field character limit, and all items with any longer descriptions will be truncated.
Important Note:
Setting a low limit here can help keep News Flash widget heights consistent while scrolling.

Click to expand the Modules and on the Site Tools tab, select Design Center
Select Widget Manager
Select News Flash
Select Default Option Set
Select Items Tab
Check the Truncate Description box
Select the Character Limit
Click Save
