Documents will receive Submitted Status if a user with only author rights uploads an item to your site.
From there, the item will submit to Publishers on your site for review. To obtain Publisher rights, please seek out the System Administrator for your website to request permission changes. In order to publish folders, you must have Owner rights over that folder. Publishers can only submit folders.
