Accessibility remains one of CivicPlus’ core commitments. The Department of Justice's April 2024 rule under Title II of the Americans with Disabilities Act establishes WCAG 2.1 Level AA as the mandatory technical standard for state and local government web content and mobile applications. For public entities serving populations of 50,000 or more, compliance is required by April 24, 2026. For smaller jurisdictions and special district governments, compliance is required by April 26, 2027. CivicPlus is committed to supporting our government customers in meeting these obligations and views accessibility as an ongoing, long-term responsibility that extends beyond any single compliance deadline.

CivicPlus builds and evolves our products with accessibility integrated into our design and development practices. We align our work with the Web Content Accessibility Guidelines (WCAG), the standards referenced by ADA.gov and the Department of Justice when evaluating digital accessibility. Our teams currently support WCAG 2.1 AA, the standard referenced by the Department of Justice's ADA Title II rule and Colorado's HB 21-1110. We have also incorporated applicable WCAG 2.2 success criteria where product architecture supports implementation, and we actively monitor the future direction as those guidelines continue to be developed by the W3C.

Accessibility is not a one-time milestone. It is an ongoing practice. We are committed to maintaining this alignment as standards evolve.


Testing and Evaluation

Our accessibility work is supported by regular testing and assessment, including audits conducted by reputable third-party organizations. These audits incorporate evaluations by members utilizing a range of accessible tools, including screen readers, and help inform ongoing remediation and product improvements.

Note:

Government agencies subject to Colorado HB 21-1110 are required to publish and annually update their own accessibility plans. CivicPlus documentation is designed to support customers in meeting this obligation by providing the vendor-side information needed for a complete agency accessibility plan.


Vendor Accessibility Commitments

Under the ADA Title II rule, public entities remain responsible for the accessibility of web content and mobile applications provided through vendors and contractors.

CivicPlus addresses accessibility commitments in our customer agreements. These contractual provisions, together with our VPATs, progress reports, and accessibility plan, are designed to provide government customers with the documentation and assurances needed to demonstrate due diligence in technology procurement. Customers with questions about specific contractual accessibility terms should contact their CivicPlus account representative or review the accessibility provisions in their agreement.
