Frequently Asked Questions
Why is CivicPlus moving customers to Central Starter?
Our goal is always to deliver innovative solutions that meet your evolving needs and help your organization better serve your community. To ensure we continue to do that, we regularly gather feedback from customers and evaluate how our solutions perform over the long term.
Based on what we've learned from Web Open Drupal 10 customers, we've determined that it is not the right long-term website solution. Rather than continuing to invest in a platform that won't fully meet your future needs, we're transitioning customers to Central Starter—a purpose-built solution that provides greater design flexibility, improved usability, enhanced security and accessibility, and a stable foundation for long-term growth.
What is Central Starter?

As your organization's needs evolve, Central Starter provides a stable foundation that can grow with you and integrate seamlessly with other CivicPlus solutions.
What is the end-of-life date for Web Open Drupal 10?
Municipal Websites Open (Drupal 10) will reach end-of-life on June 30, 2027. After this date, the solution will no longer be supported or available.
We encourage you to begin planning your migration now so you have the flexibility to choose an implementation timeline that aligns with your organization's priorities and helps ensure a smooth transition well ahead of the end-of-life date.
When can I move?
You can begin the migration process now. We encourage customers to start planning early so they have plenty of time to prepare, coordinate with their teams, and schedule implementation at a time that works best for their organization.
To get started, complete our migration interest form. A member of our team will contact you to discuss your timeline and guide you through the next steps.
How long will it take to migrate to my new website?
Most website migrations take approximately 12 to 14 weeks from your project kickoff. Throughout the process, your dedicated Implementation Manager will guide you every step of the way to help ensure a smooth and successful transition.
What will CivicPlus need from us during the migration?
Your team will be asked to participate in key project milestones, including kickoff, design review, training, and launch approval. Your Project Manager will outline what is needed at each step so your team can plan ahead.
Will there be any downtime during the migration where I will be without a website?
The migration is designed to avoid downtime. Your current website remains available while we build and configure your new site, and we coordinate the final cutover with you to minimize any interruption for staff and residents. Our implementation team will work closely with you every step of the way to ensure a smooth transition to your new website.
How much will I pay for Central Starter?
Your subscription cost will depend on the configuration that's the best fit for your organization's needs. Based on your current website and subscription, your Account Manager will recommend a Central Starter package and review your pricing with you before you begin the migration process.
Will my website content be migrated as part of the implementation?
Yes. Your included public website content will be migrated as part of the implementation. This includes your navigation, standard page content, images, documents, hyperlinks, forms, and other supported content, which will be organized within Central Starter's layouts and modules while preserving your site's overall structure where practical. As part of the migration, we'll also review links, make applicable page-level accessibility improvements, and provide a Final Content Report showing where your content was migrated. Some content, such as large volumes of time-sensitive content, post–migration cut-off updates, custom functionality, and certain third-party tools or integrations, may require special handling or customer review. We'll help you understand these items throughout the implementation process, so there are no surprises before launch.
Will every page on my current site be recreated exactly the same way?
No. While your included public website content, navigation, and overall site structure will be migrated and preserved where practical, the new site will not be a pixel-for-pixel copy of every page. During migration, our team organizes your content using Central Starter's supported layouts, modules, and accessibility best practices to create a site that's easier to manage, more accessible, and simpler for residents to navigate. Some pages, layouts, or features may be presented differently to align with Central Starter's capabilities, while preserving the purpose and usability of your content.
Will my new website look like my current website?
Our team will work to mirror your current homepage design as closely as possible within Central Starter. The goal is to preserve the familiar look, feel, branding, and overall structure your community recognizes while moving your site into a modern, supported platform. Some elements may be adjusted to align with Central Starter’s design standards, mobile responsiveness, accessibility best practices, and available components.
Will we receive training on Central Starter?
Yes. Training is included as part of the implementation process. Your team will learn how to manage website content, update pages, publish information, and use Central Starter tools before your new site launches.
What happens if we do not migrate before June 30, 2027?
Municipal Websites Open Drupal 10 will reach end-of-life on June 30, 2027. After that date, the solution will no longer be supported or available. We recommend beginning the migration process well before that date to allow enough time for planning, implementation, review, and launch.
