ArcGIS can be used as an Action in the CivicPlus Integration Hub. With this integration, users can add an item to a feature layer as a result of their integration.

The Design Fields will vary based on the Trigger and Action options you choose.
Instructions
Create a Simple Integration with ArcGIS as the Action
Type: Select Feature Layer
Service URL: Add the URL from ArcGIS for the service you want to add items to
Layer: Select the layer you want to add the items to
Action: Choose Add Item from the drop-down
Once you move to the Configure step, the available ArcGIS fields will populate
