Alerts: Users Can Subscribe to Email Only

Public users can now subscribe to alerts using just their email; no phone number required. The new Email configuration step makes it easy to sign up, and users can now skip phone setup entirely. This enhancement better aligns the Portal experience with the capabilities of our Mass Notification product and supports the evolving needs of our customers and their users.
