CivicPlus Media – Upload-Only Experience

CivicPlus Media now offers an Upload-Only experience designed for municipalities that need to upload and publish recorded meetings without managing livestreaming. This enhancement provides a simplified, focused workflow to support transparency requirements while reducing operational complexity.

What’s Included

  • Streamlined Upload and Publishing Workflow: The Upload-Only experience removes livestream-related steps and focuses on managing recorded meetings. Users can:

    • Upload recorded meeting videos

    • Add timestamps for navigation

    • Organize and manage media files

    • Publish recordings to the Public Portal

    • Support accessibility with captions, transcripts, and related files

  • Simplified Interface: The user interface has been updated to include only the tools required for recording and publishing:

    • Livestream-related menus, settings, and controls have been removed

    • Live Meeting workflows are replaced with a simplified timestamping experience

    • Navigation and terminology have been streamlined for clarity

  • Purpose-Built for Recording Workflows: This experience is designed for municipalities that:

    • Are required to record and publish meetings

    • Do not livestream meetings or require livestreaming

    • Need a straightforward solution for managing recorded content

  • Configuration-Based Experience: Upload-Only is enabled through product access settings. When enabled:

    • Livestream functionality is not available

    • The interface automatically reflects a recording-only workflow

    • No streaming configuration is required

  • Clear Separation of Capabilities: Organizations that require livestreaming can upgrade to the full CivicPlus Media experience at any time.

What to Expect

Municipalities using the Upload-Only experience will see a simplified workflow focused on recording and publishing meetings. This reduces technical overhead and improves usability. It also helps agencies meet public transparency requirements without managing livestream functionality.


WCAG 2.1 Public Portal Improvements

Improved Focus Visibility and Placeholder Contrast on Public Portal Search Filters

We have enhanced focus visibility and placeholder text contrast for search and filter controls. This helps improve accessibility and keyboard usability on the Public Portal. These updates align with WCAG 2.1 accessibility requirements. They also improve clarity for keyboard and low-vision users.

  • Improved Placeholder Contrast (WCAG 1.4.3 – Contrast (Minimum)): Placeholder text for the following fields meets minimum contrast requirements:

    • From Date

    • To Date

    • Search All Content

  • Visible Keyboard Focus Indicators (WCAG 2.4.7 – Focus Visible): Interactive logos and other keyboard-focusable elements display a clear and distinguishable focus indicator during keyboard navigation.

  • Conditional Focus Behavior: Focus indicators are only displayed when the logo functions as an interactive hyperlink. This prevents unnecessary focus states on non-clickable elements.

  • Improved Visual Accessibility: Focus styles no longer rely on subtle animations or low-contrast styling. This ensures visibility against varying background colors.

  • Minor UI Consistency Fix: Corrected a styling issue where the Written Comment email label incorrectly appeared disabled.

Generated PDFs Missing Defined Document Language

Agenda and Meeting Management Select now ensures that all generated PDF files include an explicitly defined document language. This improves accessibility for screen reader and assistive technology users. The enhancement helps assistive technologies correctly interpret and pronounce document content across agendas, minutes, packets, and other generated files.

  • Defined Document Language (WCAG 3.1.1 – Language of Page): All PDFs generated by Agenda and Meeting Management Select include an explicitly assigned document-level language attribute (such as en-US).

  • Consistent Language Application: Language is applied directly during PDF generation rather than relying on inherited metadata from Word templates.

  • Standardized Across Templates: The enhancement applies consistently across:

    • Agendas

    • Minutes

    • Agenda packets

    • Legacy and new templates

    • All customer environments

  • Fallback Language Support: If a source template does not define a language, Agenda and Meeting Management Select automatically applies a default language value to maintain accessibility compliance.

  • Improved Screen Reader Compatibility: Screen readers can correctly identify and announce the language of generated documents. This improves pronunciation and readability for users relying on assistive technologies.

  • Accessibility Scan Compliance: Generated PDFs no longer fail accessibility scans for missing document language definitions.

What to Know

All newly generated PDFs will include a defined language attribute. This improves accessibility and ensures more reliable behavior for screen readers and accessibility validation tools. Existing document generation workflows remain unchanged aside from the accessibility improvement.
