This article will show you how to publish a category in the Quick Links module.
Important Note:
A category must be published and have at least one published link to show on the front end. If it still doesn’t show, check that you have selected a category in the Quick Links Widget Options.

System Administrators | Owners | Publishers
Instructions
Navigate to Modules, select Content, then click Quick Links:
Locate the unpublished category you would like to publish:
Click Choose an Action, then select Publish:
