To avoid the Leaving Site pop-up that occurs when a user leaves your site, create a redirect on the primary domain (All Sites) that points to your off-site address. For example, use /ordinances to point to an external Code of Ordinances site.
After you create the redirect, you can use it in your URLs that point to external sites.
