This article will explain the difference between constituents and user accounts.

Constituents

The constituents list is a database that can be used to keep track of constituent contact information from incoming calls and Conversations. A requester does not need to have an account for them to be added as a constituent and submit requests on their behalf.

User Accounts

Residents create User Accounts by going to seeclickfix.com and selecting "Resident sign up". If the resident has an account, they can submit requests themselves without needing to submit as a guest. They can submit requests by using the public new request portal or mobile apps. Public user accounts are not tied to any single organization, so they cannot be managed by organization members.
