Updated Branding

We are updating the branding for Utility Billing. You will see a new CivicPlus favicon and tab name in your browser when you sign in. We have also updated the login page with logos and colors to match CivicPlus.

BEEH-153: Create New Asset Functionality from map does not always work - When creating a new asset from the primary map tab, the modal that pops up does not always navigate to the area that the user selected on the main map.
- Expected Functionality: Whenever you create a new asset from the main map (from both mobile and our desktop app), when it asks you draw a geometry, the map zoom and location setting should match the primary map.
BEEH-154: Map does not refresh when new assets are created - Currently, the map only refreshes when asset geometry is updated, not when new assets are created.
- Expected Functionality: When a user updates geometry on an existing asset, or creates a new asset with new geometry. The layer on the primary map should refresh and show the updates that the user just made.
