Cards-on-File
Payflow does not allow card tokens to be decommissioned after it has been created. When a user tries to remove a payment method from their account, this action will fail. All card tokens are kept on file for one year.
When a card is attempted to be removed, an activity will be logged with Fail and Operation Not Supported.
Referenced Transactions
PayPal calls "Cards-on-File" referenced transactions. You will need to enable referenced transactions on your account to use Cards-on-File. View Paypal’s documentation.

Instructions
Navigate to your PayPal Manager
Click on Account Administration
Click on Manage Security
Click on Transaction Settings
Select Allow referenced transactions
Click Confirm
