This article will show you how to turn off the Messaging setting for front-end users. This setting should only affect front-end users. Back-end user messaging is separate.

System Administrator | Owner
Instructions
Navigate to the Modules menu and on the Content tab, select the My Account module:
Select the Properties tab:
Locate and uncheck the Allow Messaging checkbox:
Note:
This setting controls if messaging between users is enabled.
Click the Save button:
