You can link the Alert Bar to any custom web address. This lets users go directly to the destination without first visiting the Alert Center. In Alert Center, you can customize the Alert Bar text and choose the link for each alert.

Instructions
Navigate to Modules. Click on Content, and then Alert Center:

Select the category you would like the alert to appear in:

Navigate to the Alert Bar section. Select an Alert Bar display option:

Change Alert Bar Text, if needed:

Note:
The default text is Emergency Alerts. However, you can use any text for the link, such as Local Alerts, Weather Alerts, or Emergency Alerts.
Enter an Alert Bar Link to direct the Alert Bar text to a web address:

Note:
This is the link that directs clicks on the Alert Bar. Leaving “/AlertCenter.aspx” does not override the alert bar link. Only a custom relative or absolute link will change where the main Alert Bar area directs.
Fill out additional fields, as needed.
Click Save Changes or Save and Send :

Your Emergency Alert text will now link to the web address:
