Depending on the state where you live, only certain staff members can publish an agenda. Because of this, Agenda Center requires users to have Owner permissions to publish an agenda that is visible to the public.
Important Note:
We recommend that you assign permissions at the category level. This way, you only give the permissions to that category and not the whole module.

Instructions
Navigate to Modules and on the Content tab, select Agenda Center:
Select the category you want to set the permissions for:

Click the Actions button:

Select Modify:

Make sure you are on the Properties tab:

Navigate to the Permissions section. Select the groups you want to grant permissions to, then click the boxes to choose the permission level for each group:

View (V): Viewers can view the page or pages
Author (A): Authors can only create agenda items for an agenda. They cannot create an agenda
Publisher (P): Publishers can create and edit agendas for review by an Owner or System Administrator. They can publish and unpublish agenda items, but they cannot publish or unpublish agendas
Owner (O): Owners have full permissions for their group's agenda categories. Only Owners and System Administrators can publish a completed agenda to the public site. Owners can also override any workflow rules created for that agenda category.
Click the Save Changes button:
