Enhanced Meeting Announcements with Time Zone Merge Tags
To support compliance with state requirements for posting dual time zones on meeting announcements (such as Kentucky HB 869), we have added new merge tags that render event times in specific US time zones.

Supported tags include:
Agenda Event Time - Alaska Time: [EVENT_TIME_WITH_TIMEZONE_AKT]
Agenda Event Time - Central Time: [EVENT_TIME_WITH_TIMEZONE_CT]
Agenda Event Time - Eastern Time: [EVENT_TIME_WITH_TIMEZONE_ET]
Agenda Event Time - Hawaii Time: [EVENT_TIME_WITH_TIMEZONE_HT]
Agenda Event Time - Mountain Time: [EVENT_TIME_WITH_TIMEZONE_MT]
Agenda Event Time - Pacific Time: [EVENT_TIME_WITH_TIMEZONE_PT]
These tags automatically convert the scheduled meeting time and include the appropriate abbreviation (for example, EST/EDT).
Confidential Attachment Indicators
Users can now quickly identify agenda items containing sensitive materials directly from the Agenda page.

Red Paperclip Icon: Displayed when an agenda item contains at least one confidential attachment.
Blue Paperclip Icon: Displayed when an item has attachments, but none are marked as confidential.
Public Portal Accessibility Improvements
Significant updates were made to the Public Portal to improve usability for users with low vision or those using high zoom levels.
Reflow Support: The Meeting Files page now supports 400% zoom without layout obstruction, meeting WCAG 2.1 Level AA standards.
Focus Indicators: Improved contrast for focus indicators ensures keyboard users can clearly identify selected elements.
Compact Navigation: Implemented a more efficient header and navigation rail for high-zoom and small-screen environments.
Board Portal Annotation Tooltip
To improve efficiency when annotating documents, we've added guidance on how to persist selected tools.
Tooltips for annotation tools (like Highlight or Arrow) now include a hint: "(Double-click to keep selected)." This informs users of the "sticky" tool functionality.
