Permission-Based Control for Including Attachments in Minutes
Agenda and Meeting Management Select now restricts the ability to include attachments in Minutes based on user permissions. This enhancement strengthens governance and ensures only authorized users can modify official meeting records. It also ensures that only users with appropriate access can designate attachments for inclusion in published Minutes.

Key Enhancements
Permission-Based Control: The “Show Attachment in Minutes” option is now governed by the Has Access to Minutes Module security profile setting.
Restricted Access for Unauthorized Users:
The Minutes inclusion option is disabled (grayed out) for users without the required permission.
The field defaults to No and cannot be changed.
User Guidance with Tooltip:
A tooltip appears on hover for disabled users:
“Requires Access to Minutes Module permission.”
Tooltip is accessible to screen readers, supporting WCAG compliance.
No Impact for Authorized Users: Users with the appropriate permission retain full control. They can continue selecting whether attachments are included in Minutes.
Consistent Workflow Enforcement: Ensures that official Minutes content is controlled by properly authorized roles. Existing attachment workflows are not disrupted.
What to Expect
Users without the required Minutes permission will no longer be able to include attachments in Minutes. They will see a clear, accessible explanation of the restriction. Authorized users will experience no change to their workflow. This improves governance, reduces risk, and ensures proper control over official meeting records.
Send Notifications to Meeting Type Subscribers in Agenda Files
Clerks and staff can now send agenda file notifications specifically to subscribers of the associated meeting type. This enhancement improves notification accuracy and prevents unintended outreach. It also reduces the risk of over-notifying users who are not subscribed to relevant meetings.

What’s New
New Targeted Notification Option: The Send workflow in Agenda Files now includes a “Meeting Type Subscribers” option.
Precise Subscriber Targeting:
Selecting Meeting Type Subscribers sends notifications only to users subscribed to the meeting type associated with the agenda.
Subscribers of other meeting types are not notified.
Existing Behavior Preserved:
The All Subscribers option remains available.
Selecting All Subscribers continues to notify users across all subscription lists, consistent with current behavior.
Clear Option Differentiation: The Send interface clearly distinguishes between All Subscribers and Meeting Type Subscribers. This helps reduce accidental over-notification.
No Change to Auto Notifications: Automatic notifications triggered by publishing agenda files to the Public Portal remain unchanged.

WCAG 2.2 Admin Portal Improvements
Improved Accessibility for Custom Combobox Components (WCAG 4.1.2)
Agenda and Meeting Management Select has enhanced the accessibility of custom combobox components by ensuring proper labeling, navigation behavior, and assistive technology support. This helps improve usability for screen reader and keyboard-only users. These updates align with WCAG 2.2 requirements for accessible names, roles, and interactive controls.
Key Details
Accessible Naming: Custom combobox components now include a valid and non-empty aria-labelledby or aria-label. This ensures screen readers correctly announce the purpose of the control when focused.
Improved Keyboard Interaction:
The dropdown menu automatically opens when users tab into the component.
Users can navigate options using standard keyboard controls (arrow keys).
Enhanced Focus Management:
When selected items (chips) are present, focus moves appropriately to the chip’s remove (close) button.
Focus behavior is predictable and consistent across interaction states.
Screen Reader Announcements:
Selecting an option triggers an announcement indicating the item was selected.
Removing an option announces that the item was removed.
Updated Component Implementation: The combobox now uses an improved select component (Tom Select) designed to meet accessibility standards and pass automated accessibility scans.

Agenda and Meeting Management Select has updated text color contrast for grid label elements to meet WCAG accessibility standards. This enhancement improves readability for users with visual impairments. It also ensures that text is more clearly distinguishable against its background across Admin Portal views.

Contrast Compliance (WCAG 1.4.3 – Contrast (Minimum)): The .label.grid-cell text color has been updated to meet or exceed the required 4.5:1 contrast ratio against its background.

Consistent Visual Accessibility: The change aligns grid-based UI elements with broader Admin Portal accessibility standards.
